Billy Joe Baxter was born on April 23, 1931 in Franklin, Texas and passed away on March 31, 2015 in Garland, Texas. He is preceded in death by his wife, Betty Jo Baxter and brother, Bob Marshall. Billy is survived by his children, Gail Barrett, Billy Baxter Jr., Linda Byrd, Sue Larsen, Bobby Tipton; grandchildren and great grandchildren, Keith Baxter, Victoria, Bailey and Betty Baxter, Brandy Adams and Shane Tipton, Tammy Constatin, Devin Byrd, Eric Larsen, Veronica Acuna and Trenton Hurley Billy is a retired Navy Veteran of 25 years, retiring as a Chief Petty Officer. Billy continued his career with the City of Garland Water Utilities where here retired as Director of Water Utilities in 1993 to take care of his ill wife. Billy will be missed by so very many and was loved as a Husband, Father, Grandfather, Veteran, Co- Worker and Friend. The visitation for Billy will be from 6:00 to 8:00 PM on Sunday, April 5, 2015 at Restland Funeral Home. The funeral service for Billy will be at 2:30 PM on Monday, April 06, 2015 in The Memorial Chapel at Restland Funeral Home. . Funeral arrangements have been entrusted to Restland Funeral Home and Memorial Park, 13005 Greenville Avenue, Dallas, TX 75238 at Restland Road.
