Charles Edward Duckworth's Obituary
Charles E. Duckworth was born on January 17, 1922 in San Angelo, Texas and passed away on December 20, 2015. He is survived by his wife of 66 years, Billye Duckworth, of Garland, Texas, his daughter Paula Denson of Richardson, Texas, his sister Nancy Caraway of DeLeon, Texas, two grandchildren, Laura Johnson and Emily Denson, and five great grandchildren. Charles was a long time city official, serving in many capacities prior to becoming the City Manager of Garland, Texas. He was also the Finance Officer in Jasper, Texas for five years prior to his retirement and moving back to Garland. Charles was President of the Texas City Management Association in 1976 and played an important roll in the Public Power industry in Texas, as the founding President of the Texas Public Power Agency, a joint action project with the cities of Garland, Denton, Bryan, and Greenville, Texas. He served as co- Chairman of the Electric Reliability Council of Texas and as President of the American Public Power Association in 1976, he was instrumental in the formation of joint action Public Power projects in the US and Canada. Charles was a Veteran, serving in the army Corp of Engineering during WWII in Burma. He was a faithful member of the Church of Christ and devoted to teaching Bible classes and working in the church wherever he was needed. He was a founding member of the Board of Directors of Dallas Christian Schools. He loved playing golf, gardening, traveling, and spending time with his family and grand kids. Charles was laid to rest on December 22, 2015 at Restland Memorial Park in Dallas, with a graveside service being held by family members in honor of his wishes.
