Dorothy M. Phelps passed away peacefully at 12:55 pm, Tuesday, November 6, 2018 in Rowlett, Texas of congestive heart failure. Dorothy M. Phelps was born May 9, 1935 to her loving and thoughtful parents, Charles Wright and Zelma Wright, in Strong City, Oklahoma. She was 83 years of age. She married Gene Phelps on January 12, 1952 in Dallas, Texas. She leaves behind to cherish her memory three children, Becky L. Raley of Rowlett, Texas, Lorraine Raley of San Antonio, Texas, and son, Charles Phelps of Hunting Town, Maryland.There will be a graveside service for Ms. Phelps at 11:00 am, Monday, November 12, 2018 at Restland Memorial Park in the Garden of Holy Family. Please stop by the information booth at the main entrance or the funeral home reception desk for a map and directions to the graveside. Rev.
