Jack was born in San Antonio, Texas on October 31, 1934 to Norman Walter Vaughan and Vera Oster Vaughan. His father had a Gulf Oil station and his mother was a homemaker. His parents provided all that a young man needed to have a good and happy life. At the end of the Second World War the family moved to a ranch near San Angelo, Texas. They later sold the ranch and moved to Lubbock.
Jack was active in Boy Scouts and church work and met his future wife and sweetheart Carol Davis. Jack graduated from Lubbock High School in 1952 and attended Texas Tech University. He was drafted in 1956 by the US Army and served as a specialist in Mannheim, Germany until 1958. Carol and Jack married November 14, 1958. They moved to Houston where Jack attended University of Houston College of Optometry and Carol worked for an oil company. At graduation they moved to Lubbock, Texas and practiced Optometry. The joy of their life, daughter Lisa Ann Vaughan, was born October 20, 1963.
They moved to Dallas where Jack practiced Optometry for the next 40 years. Jack loved his profession of Optometry and looked forward to work each day. Many of his patients were good friends. He worked until age 70 and retired from active practice. Jack and Carol were active in church, loved reading and quiet times and did extensive traveling.
In 1999, the Vaughans moved to McKinney, TX, near their daughter, Lisa Vaughan Scoggins and her husband Rick Scoggins and their grandchildren Chad, Monica and Trent.
Jack was a member of the American Optometric Association and the American Academy of Optometry. He was also a member of the Texas Optometric Association where he served as the editor of the Texas Journal of Optometry. He joined the Masonic Order.
