Norman was born on June 24, 1938 in Fort Worth, Texas. Norman was the only child of Horace and Mabel Phillips. Norman graduated from Polytechnic High School.
Norman retired with 42 years combined service with Rock Island, M.K.T., and UPR Railroads.
Norman was an avid bowler, golf enthusiast, shooting sports fan, and automobile aficionado and loved spending time and talking with his many friends.
Norman was preceded in death by his beloved wife of 36 years, Teresa Phillips.
Norman is survived by daughter Tracie Jobe, grandson Brian Graham and great-grandson Ross, granddaughter Rebecca Carden (and Jeff) and great-granddaughter Shaylee, son Bill Phillips (and Carmen), granddaughter Courtney George (and Hunter), granddaughter Taylor Fant (and Justin) and great-grandsons Joshua and Judah, grandson Preston Burton Phillips, son David Phillips, brother-in-law Tony Ladner (and Diana), niece Allayna Fuentes (and Ray), niece Devin Erickson (and Dallas) and daughters Harper, Rylan, and Navy, niece Jordan Ladner (and Kevin Parsons) and daughter Tatum, niece Candace Ladner (and Jeffrey Williams), and son Carter.
In addition, Norman is survived by Charlotte Marsh (like a sister) and a huge group of loyal friends made through the years during his railroad career, favorite hobbies, and the many Poly alumni he remained in contact with.
Norman requested in lieu of flowers that memorial contributions be made to the 1st Tee or North Texas PGA Junior Golf organizations.
