SVAY, RATHA (Billy) born July 18, 1969 in Cambodia has passed away November 23, 2012 in Dallas, Texas. Billy is survived by his mother, Leng Kim Ho; sister Pharry and brothers, Steven, and Rickie and partner, Scott Harris. Visitation will be Saturday, December 1, 2012 from 4:00 PM to 9:00 PM at Restland Funeral Home. Service will be held Sunday, December 2, 2012 at 2:00 PM at Restland Memorial Chapel.
