Billy Ray Lacy's Obituary
Billy Ray Lacy, loving husband, father and friend went to be with the Lord July 3, 2023. He was born
April 6, 1938 to Henry G. and Lucy Lacy. Bill was raised in Arp, Texas with his two brothers, Robert (Bob)
and Jackie and his sister Francis. After graduation, he attended Kilgore Junior College and was a
Manager of the Kilgore Rangerettes. Upon completing his bachelor’s degree from the University of
North Texas, he served his country in the US Army. Once his service obligation was complete, he settled
in Dallas and started attending Highland Park United Methodist Church. It is there, through the Singles
Ministry, that he met the love of his life, Karen. They were married on June 24, 1967. Together they
became lifelong members of HPUMC and went on to live and raise their son, Cory, in the Lake Highlands
neighborhood of Dallas.
Bill spent the majority of his career in economic development with the company now known as Oncor.
He was one of the first Certified Economic Developers in the State of Texas, an Honorary Life member of
the Texas Economic Development Council and was recognized by Governor Rick Perry with a Lifetime
Service Award in 2006.
Bill was caring, loving, and always thought of others before himself. He enjoyed volunteering and served
for 15 years at Methodist Richardson Medical Center. He was well-known for his quick wit and sense of
humor; conversations with him always led to a smile. Bill was a loyal Dallas Cowboys fan, and created
lifelong memories watching the games together with his son.
He is survived by his wife of 56 years, Karen, his son Cory and wife Megan, his brother Jackie and wife
Dianne, multiple nieces and nephews, and a host of extended family and dear friends.

Jude’s Children’s Hospital or the SPCA.
A memorial service to honor Bill’s life will be held at 3PM on Monday July 10, 2023 in the sanctuary at
Highland Park United Methodist Church.
