On Tuesday, November 17th, the world lost a great man. Edgar “Eugene” Harbour passed in the hospital at the age of 83 due to COVID19. This amazing man was born in Harlingen, Texas in 1937. His hard work ethic started at an early Read Obituary

I don’t put it lightly when I say that Eugene was one of the kindest men I have ever met. He treated me and my brother as if we were his own grandchildren, and I can’t even imagine him doing anything other than smiling or laughing. He was a light to our entire neighborhood and could make anyone feel welcome no matter who you were. Doris, my deepest sympathies to you and the family. I will greatly miss Eugene and the neighborhood will never quite be the same without him. Maya Angelou said “I’ve learned that people will forget what you said, people will forget what you did, but people will never forget how you made them feel.” Eugene was the embodiment of a joyous spirit, and I will never forget how he made us all feel.
Eugene was my father-in-law and I felt as though he was my dad the way he treated me as his daughter's husband. I cannot say enough good for this man, he was always doing something for someone else and don't believe he ever had a thought for doing something for himself. Mr. Harbour, you were an inspiration for us all to strive to become more like and set a perfect example for us all to follow in your footsteps. You will be forever missed and remembered and God himself has taken you into his arms and embraced you sir I'm sure.
When I first moved to Dallas 30 years ago I had the most fortunate experience of meeting Eugene at Southwestern Labs. Through the years working with Eugene on many things I learned a lot from him. Some of the most fondest memories was working with Eugene some 25 years ago on my first 10,000 psi concrete mix. We were standing in the yard at the concrete plant talking about South Texas and the Rio Grand Valley. I was born in McAllen (not far from Harlingen), years later my mother lived in Bishop, TX only a few miles from Kingsville and my brother went to college at Texas A&I Kingsville (go Javelinas). For many years Eugene lived just a couple streets away from me in the same subdivision. Every year while my son was in Cub Scouts we would knock on Eugene's door selling Cub Scout popcorn. Eugene was always so nice to my son and of course always bought some popcorn from Cody. Many times I would see Eugene and Doris doing their evening walk through the neighborhood. Eugene will be missed.
We have all lost a wonderful man.

Doris, Linda & the entire Harbour family, my heart goes out to each of you. The world lost an incredible man, but I know he is up there in heaven watching over everyone just like he did here on Earth. I will miss this man so much. He has been such an important part of my life for almost 20 years. Eugene was the most giving, loving, stubborn, hard-headed man I have even known (next to my own dad). After my dad passed away he took me under his wing, even though I was a grown woman, he still thought I needed a dad, and I guess Eugene was right, I still needed my "dad". He was always there with a hug, words of encouragement or even sometimes an old fashioned stern lecture. I will forever cherish the memories & time I was able to have with him. Thank you for sharing him with me.

I owe a lot of my career to Eugene as he mentored me for 18 plus years and a colleague for many years afterward, our industry is saddened by the loss.
